The independent analytical platform Astana Open Dialogue has presented the second issue of the analytical report Astana Open Dialogue Bulletin. The document was prepared following the second meeting of the platform, which took place in December 2024 in Astana, and reflects expert approaches to key issues of Kazakhstan’s socio-economic and socio-political development.

The report includes three thematic sections:

Tax reform
Key provisions of the draft of the new Tax Code of the Republic of Kazakhstan are analyzed. Issues of tax burden, administrative efficiency, and systemic measures for the modernization of tax policy are examined.

Economic strategy
Proposals for the formation of sustainable economic growth are presented, including measures for economic diversification, support for junior companies, development of export potential, and investment in human capital. Special attention is given to the development of a long-term economic strategy.

Kazakhstani identity in the era of globalization
The report highlights issues of national identity formation in the context of digitalization and global changes. The balance between ethnic and civic identity, the role of the state, the impact of social networks, and the significance of social justice as a foundation of public consciousness are considered separately.

The report was prepared with the participation of leading Kazakhstani experts in the fields of economics, public administration, sociology, and cultural studies.
