The independent analytical platform Astana Open Dialogue has presented the third issue of the Astana Open Dialogue Bulletin, dedicated to the development of artificial intelligence and Kazakhstan’s readiness to transition toward an AI-Gov model. The report was prepared following the third meeting of Astana Open Dialogue, held on October 1, 2025, in Astana, and includes an analysis of international experience, assessments of the current state of digital transformation in Kazakhstan, and practical recommendations for AI development.
The report consists of three thematic sections:
Kazakhstan in the Global Context of Artificial Intelligence Development
The first section examines global models of AI development, including the approaches of Europe, the United States, and China, as well as key challenges related to data security, digital sovereignty, trust in technology, and infrastructure development. Particular attention is given to the transition from e-Gov to AI-Gov and Kazakhstan’s national initiatives in the field of artificial intelligence.
Human Capital and Social Transformation in the AI Era
The second section analyzes the impact of artificial intelligence on education, the labor market, and broader social processes. It addresses issues related to training a new generation of professionals, integrating AI into the education system, the emergence of new professions, the transformation of employment, and the risks of digital inequality. The section also presents assessments of AI’s impact on the social sphere and the development of digital skills among the population.
Kazakhstan’s Readiness for AI Implementation: Assessment and Policy Directions
The third section is devoted to assessing the country’s current level of readiness for the implementation of artificial intelligence. The report examines the state of data infrastructure, institutional maturity, human capital capacity, and public perceptions of technology. It also provides recommendations on strengthening digital sovereignty, expanding open data policies, developing the research environment and education system, and enhancing cooperation among government, business, and universities.
The report was prepared with the participation of Kazakhstani and international experts in the fields of digital transformation, public administration, education, and technology policy.
